Oklahoma 60th Session:


The 60th Session of the Oklahoma Legislature has commenced! Numerous energy related bills have been filed and are moving through the legislative process. Many of these bills take aim at reducing renewable energy resources in the state, while several seek to aid energy conservation efforts. Bills on the Move:


HB 1031 Sunset; Oklahoma Energy Resources Board; extending sunset year placed on General Order 4/15/2025.


HB 1373: Commercial solar facilities; creating the Commercial Solar Facility Decommissioning Act; defining terms; effective date reported do pass Energy Committee, CR filed 4/17/2025.


HB 1543: Oklahoma Conservation Commission; expanding powers and duties of the Commission; effective date reported do pass Energy Committee, CR filed 4/17/2025.


HB 2037: Energy conservation; repealers; effective date reported do pass Energy Committee, CR filed 4/17/2025.


HB 2084: Professions and occupations; continuing education; license renewal; effective date placed on General Order 4/15/2025.


HB 2752: Eminent domain; electricity; facilities; private property; certificates; Corporation Commission; effective date placed on General Order 4/17/2025.


SB 2: Wind energy facilities; providing setback requirements for certain wind energy facility towers from certain dwellings and property boundaries. Effective date Policy recommendation to the Energy and Natural Resources Oversight committee; Do Pass Energy on 4/9/2025.


SB 460: Natural gas; modifying natural gas energy standard. Effective date. Emergency Senate CR; Do Pass Energy and Natural Resources Oversight Committee 4/16/2025.


SB 480: Utilities; modifying certain exception to definition; allowing certain entities to receive electricity. Effective date. Emergency CR; Do Pass Energy and Natural Resources Oversight Committee 4/16/2025.


SB 713: Wind energy facilities; requiring newly-established facilities to apply for certain technology system by certain date; providing for certain cost recovery. Effective date Policy recommendation to the Energy and Natural Resources Oversight committee; Do Pass Energy 4/3/2025.


SB 915: Solar energy; requiring certain commercial solar energy facilities to meet certain standards. Effective date. Emergency Policy recommendation to the Energy and Natural Resources Oversight committee; Do Pass, amended by committee substitute Energy 4/2/2025.

SPEER Team Featured on OSU IAC Podcast


SPEER was extremely excited to be "in the house” last month with the Industrial Training & Assessment Center at Oklahoma State University.


Noah Oaks, SPEER Senior Policy Manager, and Todd McAlister, SPEER CEO, spent time touring the facility and sitting down with Dr. Hitesh Vora to discuss the broader energy efficiency environment in Oklahoma during a new OSU IAC "Expert Talk Series" podcast.


IAC’s play a crucial role by helping “small and medium sized US manufacturers save energy, improve productivity, and reduce waste by providing no-cost technical assessments conducted by university based teams of engineering students and faculty.” What a program!

INCOG Participates in GIS Day at the Oklahoma Capitol

INCOG participated in the Annual GIS Day at the Capitol on March 5, 2025. On that day, public and private agencies demonstrated the power of Geographic Information Systems (GIS) to Oklahoma legislators. The annual event is sponsored by the Oklahoma Geographic Information Council.


GIS Day at the Capitol is a unique opportunity for the public and private sectors to highlight the uses of GIS and to showcase how the technology is being used as a decision-making tool throughout the state of Oklahoma.


Through use of their Mapping and GIS program, INCOG maintains regional and local mapping resources to provide a variety of mapping and information services. These services support INCOG programs and the needs of their member governments. INCOG provides maps, presentation graphics, aerial photographs, and GIS data layers, which are all vital to assisting communities with their planning efforts.

Registration Open: SPEER's Building Operator Certification Summer 2025 Course

SPEER is a recipient partner in the DOE’s Building Training and Assessment Center (BTAC) Grant. This grant supports Building Operator Certification (BOC) funding to enhance training for building energy efficiency professionals in energy-efficient design and operations in the south-central region. Through this grant we are able to waive the cost of the BOC training, offering it free of charge!


By addressing workforce demand at the local and regional levels, it helps bridge the gap created by retiring professionals while preparing for the adoption of advanced building systems and controls.


The summer course will begin May 13th and run through mid-August. This course will be taught live, in a virtual format through Zoom with our qualified instructors. Spots are limited - register here.
