Aurora Energy Research: Impact of Demand Side Management in ERCOT

new report from Aurora Energy Research finds that Texas can meet its rapidly growing electricity demand while lowering costs and improving grid reliability through expanded energy efficiency and Demand Response programs. Commissioned by the Texas Association of Business in partnership with SPEER, the study offers insights on different approaches to demand side management to strengthen the ERCOT grid amid unprecedented demand growth.


Aurora’s analysis shows that widespread adoption of heat pumps could lower consumer electricity prices by up to 45%, with the average household saving $424 annually by switching from electric resistance heating. Demand response programs also offer significant savings: on average, they may reduce average electricity prices by $3 per megawatt-hour, translating to annual savings of up to $1.9 million for an industrial consumer and $225 for a residential user.


SPEER CEO Todd McAlister commented on the report: “Heat pumps and their technology can play such a pivotal role in advancing critically needed grid reliability efforts. Electric resistance heating (strip heat) has played a major factor in Texas moving to both a winter and summer peak on the grid. Not only would heat pump adoption in multi-family new builds help with that winter peak, but it would add much needed gigawatts to a grid that could be struggling to keep up in the coming years. Heat pumps are a force multiplier for the Texas grid and the Texas economy.”

Regional Legislature Activities

Texas 89th Session:


We are beginning to see bills become law in Texas as the 89th Legislature enters the final days of the regular session. SB 783, which will allow the State Energy Office to adopt new energy codes, officially becomes law effective on 9/1/2025. There are also several bills that relate to energy efficiency, like SB 2994, which would provide necessary improvements to the energy efficiency goals of the state. SB 2994 is currently in House State Affairs. HB 5323, which would establish the Texas Energy Waste Advisory Committee, was reported out of its Senate committee and referred to local and uncontested calendar on 5/20/2025. And HB 871, which would adopt the 2018 building codes for the state, was received by the Senate awaiting its committee assignment. These bills all represent important steps to helping Texans consume less energy, lower energy bills, and keep consistent comfort in homes and businesses. For bills that have not made it out of their original chamber, there is little likelihood that they will become law this session, unless they are added on as amendments to bills still moving in the process. There are several important deadlines looming, with Sine Die official on June 2nd.

SB 783: Relating to certain regulations adopted by governmental entities for the construction or alteration of residential or commercial buildings, becomes law effective 9/1/2025.


SB 879: Relating to an exemption for drillers or operators of closed-loop geothermal injection wells from certain requirements applicable to persons involved in activities under the jurisdiction of the Railroad Commission of Texas, becomes law effective 9/1/2025.


SB 1697: Relating to a customer guide to home solar energy devices, becomes law effective 9/1/2025.


SB 1877: Relating to the authority of the Office of Public Utility Counsel to access certain data, sent to the Governor 5/9/2025.


SB 1963: Relating to a financing mechanism allowing electric utilities to obtain recovery of costs associated with a weather-related event or other natural disaster; granting authority to issue bonds, becomes law effective 9/1/2025.


SB 2925: Relating to the establishment of the Task Force on Modernizing Manufacturing, sent to the Governor 5/16/2025.

SB 6: Relating to the planning for, interconnection and operation of, and costs related to providing service for certain electrical loads, placed on House General State Calendar 5/23/2025.


SB 715: Relating to reliability requirements for certain electric generation facilities, referred to House State Affairs 5/12/2025.


SB 819: Relating to renewable energy generation facilities; authorizing fees, referred to House State Affairs 4/22/2025.


SB 2717/HB 3826: Relating to the creation of the Texas Energy Efficiency Council, both bills in Senate with SB 2717 placed on intent calendar 5/19/2025.

Oklahoma 60th Session:

Congrats PUCT Chairman Gleeson and Commissioner Hjaltman

Congratulations to Public Utility Commission of Texas Chairman Thomas Gleeson and Commissioner Courtney Hjaltman for receiving a unanimous vote from the Texas Senate Nominations Committee and from the full Senate! Chairman Gleeson’s term is set to run through September 1, 2029 and Commissioner Hjaltman’s term is set to run through September 1, 2025. SPEER looks forward to continued work with the PUCT to improve energy efficiency and demand side programs throughout the state of Texas.
